Start with the demand you can serve

Choose one service, one audience and the area you serve. What would someone search for when they need that service? Use existing enquiries, Search Console queries or relevant keyword research to separate evidence from guesses. A phrase the team likes is a starting idea, not proof of demand.

Both organic and paid search can help people research a problem or choose a supplier. A service page may be the right answer in either channel. The useful question is whether your offer and page fit what the buyer needs.

Organic listings have no placement fee, but content, website work and maintenance still cost time or money. Ads buy opportunities to appear for relevant searches. Paying for Google Ads does not improve organic rankings. If few people search for the offer, neither channel alone solves that demand problem.

Choose a starting point that fits the business

SEO and Search Ads can serve the same buyer, but they buy different kinds of opportunity. Compare the work and the learning you need before comparing headline prices.

SEO and Google Search Ads compared
Decision factorSEOGoogle Search Ads
Cost basisNo fee for organic placement. Research, content, technical work and maintenance still require time or fees.Media spend pays for ad clicks, alongside setup, management, page and measurement costs.
Speed and learningDiscovery, indexing and response to changes take time. Search queries and suitable enquiries can reveal which pages answer real needs. An eligible campaign can test relevant searches sooner, but useful learning depends on demand, budget and enough time to qualify enquiries.
Work requiredKeep priority pages useful, accessible and current; improve answers and evidence as you learn.Choose search themes, ads and destinations; monitor search terms, exclusions, spend, measurement and enquiry quality.
Control over the messageYou control your page, but Google selects how and when it appears in organic results. You choose proposed ad messaging, targeting and destinations, subject to platform policies and how ads are served.
When spending stopsPublished pages may keep attracting organic visits, but visibility is not guaranteed and content still needs maintenance.Pausing ads stops new paid exposure from those campaigns. Existing pages and enquiries still need attention.
Measuring qualified enquiriesUse existing authorised reporting and enquiry records to connect organic visits to suitable enquiries where possible.Use existing authorised campaign reporting and enquiry records to separate paid clicks, enquiries and qualified enquiries.

Neither channel’s click count tells you whether the work is commercially useful. Compare the cost and quality of enquiries over a suitable period, account for the work behind each channel and leave unknown attribution unknown.

A practical starting-point guide
Your situationConsider first
Demand is unclear or the offer is changing.Validate buyer needs and search demand before committing.
You can improve useful pages consistently and allow time.SEO foundations and priority service pages.
You need nearer-term learning and can afford a limited test.A focused Search Ads test, once the page and enquiry path work.
Demand is credible and the team can support both.A small paid test alongside organic improvements.
The page is unclear or enquiries are not reaching the team.Fix those foundations before adding traffic.

These are starting conditions, not universal rules. A deadline does not make clicks profitable, and a small budget does not make SEO free. For a long sales cycle, plan around learning which enquiries fit the business before expecting a revenue answer.

Choose one initial question to resolve. “Can this service page attract relevant enquiries?” gives the team a clearer task than “Which channel is best?”

Make the page and follow-up ready

The page should explain who the service suits, what is included, what affects the next step and why the reader can trust you. Match its heading and offer to the search or ad promise. Keep the next action clear and manageable on a phone.

Test the full enquiry route with the person who will respond. Check receipt, not only the confirmation screen. Agree what counts as qualified: for an engineering consultancy, that might mean a genuine project within its service area and offered scope. Separate spam, duplicates, unsuitable enquiries and those awaiting details.

Name a follow-up owner and use existing authorised reporting to distinguish paid, organic and unknown sources. Missing attribution stays unknown. Use the website content checklist for the wider review, or the service-page guide to clarify the offer.

Explore the cost of a qualified enquiry

Use this model to see how your assumptions change the media cost. It is useful for asking better questions, not choosing a campaign budget. The figures are hypothetical and exclude other business costs.

From clicks to qualified enquiries

Fixed hypothetical example, not live or measured performance. The calculator below explores other assumptions; this figure does not update when you change the calculator.

  1. 100

    Clicks

    AUD1,000 media spend ÷ AUD10 per click.

  2. 5

    Enquiries

    5% click-to-enquiry rate.

  3. 2

    Qualified enquiries

    40% enquiry-to-qualified rate.

AUD500 media cost per qualified enquiry. AUD1,000 ÷ 2 qualified enquiries.

Try a hypothetical media-spend model

Change the assumptions to explore media costs in AUD. These hypothetical defaults are not benchmarks, a forecast or a recommended campaign budget. Other costs are excluded.

Model assumptions

Enter percentages as whole percentage values: 5 means 5%, not 0.05. Budget may be zero; cost per click must be above zero. Each rate must be between 0 and 100.

Estimated clicks
100
Estimated enquiries
5

2
Media cost per qualified enquiry (AUD)
$500.00

Results are estimates, not promised leads. Zero spend or a zero rate gives zero qualified enquiries and no calculable cost per qualified enquiry.

How sensitive is the result? With the same AUD1,000 media spend and AUD10 click cost shown above, a 2% enquiry rate and 25% qualification rate produce 0.5 estimated qualified enquiries and AUD2,000 media cost each. Actual enquiries could still be zero. Use consistent periods and keep assumed figures separate from observed results.

Worked example, manual formulas and model assumptions

Illustrative example: AUD1,000 media spend at AUD10 per click produces 100 estimated clicks. A 5% enquiry rate gives 5 estimated enquiries; a 40% qualification rate gives 2 estimated qualified enquiries. The media cost is AUD500 each. No campaign or client result is represented.

  1. Estimated clicks = media budget ÷ average cost per click.
  2. Estimated enquiries = clicks × (click-to-enquiry rate ÷ 100).
  3. Estimated qualified enquiries = enquiries × (enquiry-to-qualified rate ÷ 100).
  4. Media cost per qualified enquiry = budget ÷ qualified enquiries. With zero qualified enquiries, the cost is not calculable.

The model assumes the media budget is spent at one average click cost and both rates stay constant. It excludes management, content, page production, software, tax treatment, staff follow-up and the cost of winning or delivering work. Fractional counts are estimates. It estimates neither revenue nor profit and should not be compared directly with an all-in SEO fee.

Agree the limits, then review what happened

Before an Ads test, agree an affordable spend ceiling, a review date, a monitoring owner and enough time to qualify enquiries. Set an acceptable qualified-enquiry cost using your own business economics. A written ceiling still needs appropriate campaign controls and monitoring.

Pause if the page or delivery breaks, measurement becomes unusable, or search terms clearly miss the service. At the agreed review, separate qualified, unsuitable and pending enquiries. If evidence is thin, say the result is inconclusive. Reaching the spend ceiling means pause and review; more spending needs a fresh decision.

For SEO, review whether priority pages are discoverable, answer relevant searches and help generate suitable enquiries over a period appropriate to the work. Neither an arbitrary week nor a rise in form fills settles the decision. Choose the next improvement from what you learned.
